Problem with web streaming on new pc build

I am having a problem with a new pc build(new to me) playing web videos. It plays games just find and runs powerdirector 15 as fine as it can with how &^%*#& pd 15 is optimized. I can play one youtube stream with minimal dropped frames of a twitch stream just fine, but if I try and stream multiple things the computer starts to lag with audio and video stutters, mouse becomes unresponsive for a second or 2 at a time. Also it gets even worse if I try and use xfinity's web streaming. the cpu usage never gets above ~20% while all this happens and gpu usage only goes up to about 5% . My old pc could stream as many streams as I wanted without running out of oomph which is what I find weird. It was a 2500k build vs this pc being a 4770k. this all happens no matter the browser as well, I have tried edge, chrome, firefox, all the same exact results. Does anyone have any answers? I am to the point now where I am ready to just reinstall windows but that is a last resort...

pc specs:
os: windows 10
cpu: 4770k
ram: 16gb
gpu: amd 7970
C: drive: sandisk 240gb ssd
data drive: 1tb seagate
psu: 750watt
 
The standard response in situations like this is to download a bootable Linux image (try Mint 18.2) and try doing the same stuff using the included Firefox browser. If that works OK then it pretty much means your hardware is all OK and your Win10 installation is definitely screwed up. As a last resort you could go through all of the Windows Power settings just in case they became corrupted. If they're all maximized, then the dreaded Win10 reinstall may be all that's left. Maybe Powerdirector screwed up your system.

It was doing it before powerdirector was installed and games/ benchmarks have no problem stressing the system which is what I find weird about it like there is something not talking between html5(pretty sure all these sites use that instead of flash) and the low level system items. I have also tried turning hardware acceleration on and off in chrome with no luck. I also looked through windows power settings and didnt see anything strange, max power settings set at maximum/100% whichever choice each setting has. I have a bootable ubuntu drive somewhere around here, I sill dig around and try to find that and test it out.
