What causes this effect?

What causes this red/blue effect around the guys head, the thing on the wall to the left of him, and the plant. The whole picture really. I first noticed this in Unreal Engine 4 tech demos, and now Mass Effect: Andromeda. It's annoying as hell, and reminds me of the old anaglyph 3D glasses.

Looks like Chromatic Aberration to me. I think some games use it for the film effect. I know Alien:Isolation had it and it bothered me at first but I left it on after getting used to it a bit.

That is chromatic aberration, but it looks wrong in your screenshot (WAY too strong.) Are you running some sort of mods in Andromeda? Like wide FOV or something?

Yeah, as others have said, this is chromatic abberation. This is a REALLY bad example of this effect, in reality, this effect is caused by cheap lenses on cameras, but games take it a bit too far.

No mods, just stock Andromeda. FOV slider is set to max though.

Thanks everyone for the info. I turned off chromatic aberration, and it looks much better.

Your monitor's calibration is off, the pixels aren't aligned....

yes i know it's a screenshot. This effect is prominent if you use a low quality anamorphic lens on your projector... it's the reason they cost so damn much

Chromatic aberration. Such a shitty added filter in games, just ahead of film grain.

As others have mentioned that's not how it supposed to look, games use it for dramatic effect, but the picture shouldn't be blurred at the same time, something else is going on there. Aren't you running outdated drivers perhaps?
