I can't find anything related to H265/HEVC PLAYBACK. All I can find is about decoding and rendering.
Does Ryzen play H265/HEVC high bitrate content with less than 5% CPU usage or not ?
link for test files http://jell.yfish.us/

120 Mbit or higher, fox example jellyfish-120-mbps-4k-uhd-hevc-10bit.mkv

I know 6700K keeps the CPU at 100% and massive stutter on HEVC playback, but on 7700k, the CPU is at 3-5% and zero stutter.
No idea about Ryzen.

hmm interesting let me test

I had to install klite codec on win 10 but I saw between 30-40% CPU usage. My 1700 is at 3.9GHz
Are there any settings in klite I may be missing? I just did the basic install without the spyware. hah

Windows 10 has H265 support out of the box (not sure about 10-bit support though)... MKV muxer too and rather decent audio codec support.

Handbrake encoding has nothing to do with video playback with the exception of making videos compliant for playback.

Handbrake will tell you how efficently it will handle the x264 codec since the encoding is the most demanding aspect. If it is very fast on encoding, it should decode with minimal CPU load.
A playback test with VLC of the video would give you the answer.

Decoding you'd want to do on the GPU anyway, no quality loss there. That's why no one is testing it. Playback on the CPU/software is going to be dependent on how well the player is written. Ryzen is going to be as fast or better than Kabylake at software decoding from similar IPC and sheer core count, it's going to crush the i7 on % CPU utilization. Will be happy to compare with anyone's i7 come Tuesday when my 1800X is put together finally. Just let me know which playback software you want to use.

The 3-5% CPU utilization is using the IGP hardware decode to achieve that. There's nothing special about Skylake to Kaby and both are half as capable as an R7.
