Question about ram for dual xeon setup?

I'm building my first dual cpu system, do I need to get the same amount of ram for each CPU, and does this add up or equal half the total? Like, if I do need to get same amount for each, and I buy 16 gb (2x8gb) for each CPU, does this equal 32 total, or 16?

Also, is it good to go with ecc ram?

After reading, I think I understand.

For dual xeon setup, performance will be best when populating memory for each cpu, so if I wanted to go with 32 GB, I would populate with 4x8GB sticks, 2 sticks for each processor
 
Just wondering what you are planning on using the system for?
