But the reason is it got less shaders and TMUs. While both are 75W cards. (Non OC at least).
Base clock is always guaranteed unlike boost. The boost number is a guaranteed boost clock ability. Tho it usually boost much higher.

Actually, they're both GP107 cores. The difference is that the 1050ti has more shader processing units unlocked. This will create more heat, which would likely account for the lower stock clocks. That said, boost 3.0, with decent cooling will likely bring that clock up quite a bit.
If I want to buy 1050 Ti, MSI or Gigabyte?As mentioned both the 1050 and 1050ti are firmware-driver capped to 75W even when using the auxiliary power connector, this means the maximum clocks for a custom 1050ti cap out at around 1911MHz such as the MSI GTX1050ti: http://www.tomshardware.com/reviews/nvidia-geforce-gtx-1050-ti,4787-6.html
Meaning it cannot make use of the actual available power due to possibly being originally designed specifically as a mainboard power (66W+9W) card with no auxiliary to begin with (not sure if Nvidia has or will change this for the custom AIB that use the auxiliary power).
So fair to say the 1050 with less Cuda cores,texture units and I think 1 less GPC (the 1050ti with 48 texture units will need 6SM and that means 2 GPC) would use less power and so hit higher clocks.
