How to force latest version of app that requires iOS 10 to install on iOS 9.3.3 ?

By updating to ios 10.

If an app requires ios 10, there is no way to force it to download. The developer required ios 10 for that version for some reason.
You might be able to try downloading the updated version through itunes and sync it over that way, but no guarantee that will work.
 
I'm guessing you're staying on iOS 9 for a jailbreak? If that's the case you might want to bite the bullet and upgrade to iOS 10.1.1 now before 10.2 comes out. Early reports are that 10.2 is significantly more difficult to jailbreak.
