s-video NTSC-PAL issues on HD 4870

OS: windows 7
drivers: 13-9-legacy_vista_win7_64_dd_ccc
video card: ATI HD 4870

have a legacy setup with PC s-video output to older TV that i use as a second monitor.

my original HD 4870 died randomly and it was replaced with a used HD 4870 online.

freshly wiped old drivers (display driver uninstaller) and re-installed with: 13-9-legacy_vista_win7_64_dd_ccc

s-video output works but is in black and white and a constantly refreshing picture much like a refresh rate mismatch.

i have read that this may be an issue of video card output being NTSC when TV expects PAL (or vice-versa) - if so, where in windows 7 would it be possible to change this?

i also noticed that the AMD control panel is no longer installed and i have been unable to find out where to download the new software from their page. this is the software that lets you tweak 3d settings, overclock, temperature monitoring, etc. is this software required to switch from NTSC to PAL?

dam...s video? Could swear that option always looked like shit...i cant even remember when i last used s video....lol i could swear it was with an nvidia 6800 ultra, so I never even tried it once with AMD cards.
 
yeah that's the point - i like the old school look of it. just curious why the exact same card is having this issue and can't figure out how/where to change from NTSC to PAL (or vice versa).
 
have you tried a different s-video cable? If you're in the US or Canada you don't need to worry about your TV expecting PAL. So it may just be your cable that's broken.

If that's not the problem, check to see if you card has a NTSC/PAL jumper. I think my HD 3850 had something like this.

original s-video cable, and i swapped but same outcome. google also indicates the black&white + flashing output indicates NTSC/PAL mismatch.

i scanned the card but found NO pins on the board (either that the jumper is on the wrong pins or that the jumper is missing entirely) - there is simply no such pins on the HD 4870 that i can find.

i found this link as well: Problem with TV-Out on Radeon 9550SE which seemed to indicate a software change via Catalyst Control Center. i don't believe the new Crimson Edition software works on this legacy card, but i'm unable to locate the old CCC (or whatever it was called) software on amd's website. before i had removed all of the drivers/software when my previous card died, i had that software installed and i could review temps and make 2d/3d settings. now i have the drivers installed but no such software (only windows 7 display settings).

well you got the drivers completely fucked up then! i get all options even on my HD4200! Sometimes you have to go to the install folder on the hard drive and find the CCC folder or what ever its called and find the install.exe. After that gets done you should have the full ccc menu:). It can be a little tricky cause i noticed my laptop was missing the ccc until i figured out how to force the install correctly. But your right it somehow misses installing the dang control panel on windows 10 for some reason. 13.9 im pretty sure is the exact driver my windows 10 laptop is using lol.

located and installed: Drivers/13-9-legacy_vista_win7_64_dd_ccc/Packages/Apps/CCC2/Utility/ccc-utility.msi - which installs without error but upon running ccc.exe i get:

try going to the folder the driver unzips to at C:\AMD area....there should be a sub folder in there you can install ccc directly from....lat me check my laptop right quick

edit: its been quite a while ago i figured out how to do it but now im thinking i remember unzipping the driver to a folder and installing the ccc manually from that location after the driver is installed of course. For some reason the normal install doesn't install the ccc like its supposed to on these cards.

I have even mixed around with different driver ccc'c just seeing with i liked best, but the 13.9 seemed to be the most complete. If you look into the unziped folder under packages/apps/ccc2 and a hole bunch of other stuff you can tell it to install. Its shouldn't hurt anything even if already installed since its all supposed to be installed anyway. I pretty sure thats how i had to make it work.....its just been a long time;)

I do remember struggling to make it work for many months.....then all of a sudden i figured out which one i was missing...but it was easy after that. Its been over a years since i last did it for my laptop and its even still working after the annual new windows build! I use my laptop for backup only when my primary is down for any reason.
 
bump - anyone else have a functioning method to get CCC back installed on win7?
