Pretty much. Paypal takes the buyer's side to a fault, as far as I can remember. Of course, if you're doing it as a scam or something, don't count on it... like the idiot that donated 50k as a joke and lost it because he thought he could get it back.
EDIT: That said, if they could prove they sent it to you and you received it, don't count on getting your money back either. Proof being tracking number.
In fact my friend got screwed by it because he didn't save the tracking number after selling his monitor.

My ebay account was stolen once. Do you guys remember Elian Gonzalez from cuba back in 2000? Someone tried to sell his raft on my ebay acount.
I saw that shit I LOLed I canceled the auction and changed my password.

Month back I bought a iPhone 6s cracked for $300 but that guy sent me a Galaxy S3. Then I opened a dispute on PayPal but he won it claiming "it was sold for parts so no returns accepted".

It was PayPal, now they side with sellers.was it paypal or ebay you disputed with? Ebay buyer protection hasn't let me down yet. Even when it came to receiving for parts merchandise that wasn't as advertised.

You know what, I'd just keep on creating tickets .... I mean, seriously, unless you use paypal a lot I don't see the harm, worst they'll do is close your account, but if they are unwilling to correct such a fucked up mistake... do you really want to use it anymore?
