You won't get the latest software or a great camera with many of them. Asking for 4" screen with dual Sims seems to limit choices to older phones.

The best current 4" phone is likely the iPhone se. Though that's a bit on the pricey side. It also only offers a single sim.

The only high end 4" phone on the market that I'm aware of is the iPhone SE. And it's not dual SIM to my knowledge. It is a hell of a good phone though

The iPhone SE is single-SIM, so it won't fly if dual-SIM is absolutely necessary.

Unfortunately, maheshrockers, this might not be the best forum to ask -- most of us live in North America, where dual-SIM phones are extremely rare. You may want to try communities that cater to south Asia and other markets where dual-SIM devices are relatively common.

This is probably the best, small, dual sim android phone. But its not 5".
