Help! Freshly installed Windows 10, having weird issues

I have installed it twice now, and it didn't resolve the issue.

1) When I go to disk management to change the drive letter of a secondary HD, I select the letter and apply. It sits there with the spinning wheel indefinitely and never changes it. When I install certain software's it sometimes never installs and just sits half way in and doesn't do anything. My HD light is constantly on.

Never seen anything like this before.

Here are the spec of my system below. Does anyone have an idea what this could be? All the latest drivers have been installed. This is a freshly installed system of Windows 10 Pro.

I am loosing it.....reason why it didn't respond is because my external drive has also failed. 2TB's. So, here is how my setup was...

3TB internally for storage. It was the Seagate mentioned above. I used Acronis to backup that drive to this Seagate GoFlex 2TB external. Also just recently in the last 2 months had CrashPlan Cloud backup. When the storage drive is hooked up, system is not responsive. When the external is, same thing. I hooked the external up to my laptop and it started to show the issues as well. It failed when I tried to format it. I grabbed a 500GB hd I had laying around installed it in my PC, and everything works fine. I was able to format it, change letters, etc. SAD day....

I ran the seagate tools tests on the external and it says it passed? But I can't format it, or do anything with it. Weird.

You say it's a fresh install, did you install all the drivers for things like chipset and usb controllers? Or are you using the ones windows provided by default?
 
All the drivers were installed for the motherboard that MSI had available. This is not a driver issue, it's a hardware issue with the hard drive it seems. It is working fine now with those two drives disconnected.
