My brother is currently looking to build a new gaming computer, and I was hoping I could find some help here with his build.
I had him fill out the usual script:

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Web browsing/email. Gaming - Counter Strike GO, Skyrim, most Current games. High end not needed
2) What's your budget? Are tax and shipping included?
$900-$1200. I am willing to throw in a little more, but am not looking to exceed the $1200 limit if possible
3) Which country do you live in? If the U.S, please tell us the state and city if possible.
U.S, Kalamazoo MI, can drive to Detroit MI for micro center.
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU, GPU, PSU, Mobo, Case, RAM, HDD, SSD, CD/DVD RW, any additional cooling devices needed.
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Not reusing any parts.
6) Will you be overclocking?
Possibly later in its life.
7) What is the max resolution of your monitor? What size is it?
Planning on buying one to go along with this build. 1920 x 1080, probably ~23-24". This does not go towards my budget, I've budgeted for this separately.
8) When do you plan on building/buying the PC?
Immediately, as soon as I have a build planned.
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
USB 3.0.
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
Do not already have a OS license. Will be buying a Windows 10 key.

My main goal for this computer is longevity. I tend to run a computer until it can't keep up, then build a new one, I rarely upgrade my current one. I'd like to be able to run games that come out for the next 2-3 of years, even if lower settings. I'd like the option to overclock to help it out as its performance falls off, but probably won't overclock before then. I don't want to overspend, but I'd like to have something I know will last me a while.

I would appreciate any advice with this build. Thanks.

So the cost of Windows is part of that $900 to $1200 budget?

Unless your brother was already in Detroit for other reasons, it's not worth driving 2+ hours to Detroit.

The cost of Windows is separate from the rest of the budget, he is a student, so I know he can get it dirt cheap.

As far as Mircocenter goes, I live in metro Detroit and we visit often. It would be no issue for me to grab parts from Mircocenter and bring them out to him.

So here's what I recommend:

CPU: Intel Core i5-6600K 6M ($210.00 @ Microcenter)
Motherboard: MSI Z170A GAMING M5 LGA 1151 - ($140.00 @ Microcenter)
Memory: G.SKILL 16GB (2 x 8GB) Ripjaws V Series ($67.49 @ Newegg)
Video Card: MSI Radeon R9 390 R9 390 GAMING 8G ($329.99 @ B&H)
Power Supply: EVGA 750W 220-G2-0750-XR ($99.99 @ Amazon)
Storage: SAMSUNG 500GB 850 EVO MZ-75E500B/AM ($149.99 @ Amazon)
Storage #2: TOSHIBA 3TB DT01ACA300 ($89.89 @ Amazon)
CPU Cooler: COOLER MASTER Hyper 212 EVO RR-212E-20PK-R2 ($29.49 @ B&H)
Optical Drive: ASUS DRW-24B1ST/BLK/B/AS ($19.95 @ B&H)

Note that the CPU and motherboard must be bought together at Microcenter. In addition, that RAM is only a good choice due to the promo deal it has now. So best jump on it.

Oh as for case, get the Corsair 230T:

Alternatively, if your brother doesn't need a DVD drive, the NZXT S340 is a very nice case:
