Looking for a very specific switch for a wireless project.

Hey all, I'm in need of some desperate help. I'm trying to find a switch with the following qualities and the cheaper (yet decent quality) the better as I'm sure the client wants to spend as little as possible. This is a tricky one to find, and it's for a massive outdoor wireless project.

Requirements:
At least 8 gigabit PoE 48v ports (22w per port, 6 ports powered)
2 SFP ports (1gb or 10gb) for daisy chaining fiber from them around the area
Needs to be managed and pass multiple vlans
Outdoor/rugged (Will be out in a marina 24/7/365 in the north)
Outdoor/rugged can be optional but we will have to get temperature controlled boxes

We're going to need 15 of them, so it needs to be readily available. They'll each be powering 6 outdoor AP's.

Any help is greatly appreciated because I'm having some trouble coming up with good options.
 
I have one of those on my desk and I didn't even realize it was managed :D

I'm in northern Ohio so if it can handle Michigan it should be fine.
