Any free wireframe / UI layout programs?

I am looking for a free wireframe / UI layout program. There are many options, but I am looking for something free. Not a trial version, something 100% free and local based (not cloud). It does not have to be extremely complex either. A free slightly stripped down version of paid software would be okay, as long as I can save projects locally.

I was hoping there would be a "GIMP" of UI/UX wireframe software, but if there is I am having a hard time finding it.
 
It depends on what programming language you are going to be using if you want something "free"

Why double up the work of making a layout in a program that doesn't have anything to do with the programming and then have to go back and remake it from scratch in the IDE or whatever you are using to make the actual program?

My intention is to make a very basic mock up and not build an actual UI for an actual program. I can largely do this in Photoshop, but it is honestly a bit slow for that. And then fitting it all on a single image is a pain.
 
Would need some basic user stories first.

Given the features those stories would uncover, you may get suggestions at that point.
 
To be clear, something like Balsamiq Mockups or Simple Diagrams 3 would work. Just wondering if there was something like those programs but free and local (not cloud).
