I'm assuming water-cooling would be out of the question? If you can fit a good 120mm (240mm would be better) AIO you could probably make it pretty quiet. Just get some silent fans for it.
That is exactly what I have been looking at. I am ok with case fans as mine don't have any real restrictions.. when the CPU fans push air quickly through hte heatsink it creates a lot of extra noise. I am really debating it but also need to know if the 2nd PCIE slot in my board is a true 16x or is it hte one all the way at the bottom which I cant do.
EDIT: Looks like it's the 2nd one is good to go so the CR-95C Black Pearl is a possibility. Now I just have to convince my self to go back to stock clock lol
Thermalright's new Macho Zero has no fan. It has a exhaust duct that uses the exhaust fan to draw air through the cooler. Performance is quite good.

I'm quite happy with mine. Very quiet as I have my case fans controlled by CPU temp so whole system idles at 600-700rpm and only hit's 950rpm under load.
My current stuff on hand is some Noctua NT-H1.
I have no idea how it compares to some of the other brands, but it seems to do the job well enough without costing a whole lot. I mean, it's Noctura. What could go wrong, right?
Thermalright supplies Chill Factor 3 which is quite good. It's what I use for testing. I test more Thermalright than anything so have more CF3. See no reason to spend more on something else when it's one of the best. The difference between top pastes is less than 0.5c .. except for liquid metal TIMs .. which are extremely expensive and hard to get good seatings.Ok, I am sold on the Macho Zero and about to order.. but what about thermal paste? I used Liquid metal pro last time and was HIGHLY impressed but also worried about it bonding my cpu to my heatsink from stories I have read. What is the best paste out right now? Every site shows somethign different.. I read Tuniq TX-4 was good *shrug*.
Macho zero easily. Dat 0 db. You hear dat 0 db. But dat 0 db tho.

If you must buy, than Gelid GC Extreme or Prolimatech PK-3, but for less than half a degree it really doesn't matter. Margin of error in testing is at least twice as much, and accuracy is based on margin of error before actual temp readings anyway.

Great cooler. I have the Extreme version. Performance is the same below 1300rpm .. and unless I'm playing with overclocks it never runs above 1200rpm.
HDDs makes way more noise than they do.
Did you look at their second test chart? 11-12dBA is well below normal ambient noise level. Most places around us have an ambient noise level of 25-30dBA. This means we don't hear anything with a noise level below about 18-20dBA the level of a whisper. At 11-12dBA even a TRUE Spirit 120 or NH-U12P is 16c cooler than CR95C .. 10dBA is what someone's breathing sounds like 10 feet away .. and human ears needs a 3dBA change for is to sound louder or quieter. Can you hear someone breathing in a setting relaxed in a chair 10 feet away?
Silent PC was testing on an open bench. In a case there would be air movement and noise from the case fans, so even if the airflow from case fans isn't enough to keep CPU cool, you won't hear a 10dBA fan running on the cooler anyway.
Also the Macho as used in their testing was limited by setting flat instead of on it's side as it would be in a tower case. On it's side it would flow air by convection much better.
