Get a used CRT on eBay or Craigslist. CRTs have refresh rates up to 200Hz, resolutions up to 2400p, instant response time, no input lag, true multiscanning, always-on LightBoost, and better blacks and color than the absolute best IPS panel.
If this must be a LCD, get a glossy QX2710 or glossy DP2710 and overclock it (avoid MST models, as those have severe input lag and are not overclockable). All other high refresh rate LCDs have a matte coat that absolutely destroys image quality.
Do not listen to rabidz7 as he is a known troll and/or is a complete moron. Also, everything he mentions is more than likely totally out of budget.
Speaking of which, what kind of budget are we talking? Your best bet would most likely be the BenQ XL2411Z @ $255.

The BenQ XL2420TE is a fine unit, but alas, it's an older model. The newer version is the XL2420Z http://www.amazon.com/BenQ-XL2420Z-24-Inch-LED-Lit-Professional/dp/B00HE61SOA/ref=dp_ob_title_ce
The key differences between the XL2411Z and XL2420Z are merely aesthetic and in no way effect performance. The key differences are outlined in the first paragraph of this post

The BenQ XL2411Z meets the budget nicely and has the same performance as it's bigger brother.

since when can the Qnix oc to 160hz? A 2400p CRT?

I removed my vg248qe's film a while ago using this guide (http://hardforum.com/showthread.php?t=1674033). it should be pretty safe if you do everything carefully
if a crt can do 200hz at all, it's only at very low resolutions (~ 640x480)
2400p on a crt is quite pointless as the resolution would already be limited by the aperture grill pitch and the electron beam spot profile. and you'd be limited to a refresh rate of 50hz which will make your eyes bleed.
but yea on a budget, a used crt would be far better than any similarly priced used or new lcd.
I've seen a QNIX do 144Hz, so 24 more hertz shouldn't be much of an issue. The FW900 can do 48Hz at 3840x2400.
I destroyed my VG248QE removing the matte coat. It is true that the CRTs that do 200Hz only do it at 480p, but it doesn't matter much in twitch-based FPS games. Yes, it is true that 2400p is pointless on CRTs when done for sharpness, but it can be useful when you need to fit a lot of stuff on the screen. It's also 48Hz, not 50Hz, for 2400p on the FW900.

did you feel significant adhesion between the film and the polarizer? for me it came off pretty easily and smoothly. for mine, i'd say the adhesiveness was between peeling off scotch tape and peeling off a plastic protective film
