I have an Arris DG1670 cable modem and a Netgear WNDR4500 router that is bridged through the modem.
My PC is hard wired and I obtain 300 down and 30 up. Whether I have the PS4 or XB1 hard wired or wireless, I only receive 30 down and 3 up. Why is this?

Don't know about Sony, but Microsoft has previous history of problems with Arris equipment.
Change wires, make sure they are not defective.
Connect each console directly to modem, to rule out router, plus use open DNS in consoles settings.
