Windows 8.1 dual monitor

I'm using Windows 8.1 with an ATI R9 290. I have a Dell U3014 connected as the primary monitor using displayport and a Sony TV connected as the secondary monitor using a DVI-To-HDMI cable.

When I power off the Dell, Windows automatically moves all the open windows that were on the primary to to the secondary monitor. Is there a way to prevent this so that what was opened on a particular monitor remains on it, regardless of whether one devices is turned off / on?
 
In your graphics properties, does the 3014 even show up when you turn it off? This behavior might be unique to using displayport, have you tried using DL-DVI or HDMI?
 
Switching to duallink-dvi worked. Looks like displayport and Windows is too plug and play. It tries to be helpful but ends up making things worse.
 
Don't turn off the monitors. Power the entire system down or use a low power setting.
