Scriptable VOIP Softphone?

I'm looking for a piece of software, which may or may not exist. My Google-Fu hasn't turned up anything that really fits what I'm looking for (and maybe it doesn't exist), but then again maybe somebody here has some thoughts.

In a nutshell: What I'm hoping for is something like a softphone with a scriptable interface. What I'm hoping to do is setup a computer which dial out through one of various phone systems (Cisco, Asterisk, etc) or hosted services, and play a pre-recorded messages. (text to speech would be even better, but I realize I might be dreaming on that one....) Obviously SIP would be the best option (Is there really any other? :) )

Stepping back a bit.... No, I don't want to set up a spam service or your typical robo-caller... I'm more hoping to use this for critical "system down" type notifications. The typical email and text message notifications are fine for most alerts, but they don't always grab your attention like a phone and rings, and rings, and rings... (God knows texts and emails don't wake me up in the middle of the night)..

I know I could probably make something work with asterisk's call scripting, but the rub is that I don't have asterisk running at most of my locations.... Of course, I'm not married to the idea of s scriptable softphone, but that was the first thought that popped into my head after remembering the old voice notification systems based off old modems and thinking "why hasn't someone replicated that functionality with a VOIP SIP device / softphone?"
 
sipcli if you're a windows shop or sipcmd or pjsua if you're a *nix shop should get you started, a lot of it will depend on what you use for a phone system and what you use for your alerting software.
 
I use ITTT to trigger a phone call whenever I get an email alert from one of my systems.

Macco: sipcli looks interesting, but the licensing model is a little unclear. I'll have to look at that one a bit more. I was looking at pjsua, but it doesn't appear to support auto play of recorded files on outbound calls (only inbound calls), unless I missed something?

dizzy: Not exactly what i'm looking for, but might come in useful in other scenarios.

thefordmccord: ITTT ? Can you clarify? I tried to google ITTT and only received links to online training courses.... (and if I google, ITTT and VOIP together, I get this thread. Go figure. :) )
