Help Needed: Stuck with this issue and its driving me nuts!

A few weeks ago my computer was running very slow so I decided to try and delete files and programs that I would not need. Well... I think i deleted an important windows file. I tried to reboot computer and kept getting the same message "Reboot and Select proper Bot device or Insert Boot Media in selected Boot device and press a key". I am able to go into bios, shows start up bios screen and then stops. I am able to go into bios and change the boot order and have done so. I was able to complete wipe the HD with a wipe disk that I have. I have tried to install the windows vista disc that I have so that I can get it running again but it doesn't seem to read that CD.

I am completely lost and don't know what to do. Should I just buy a new HDD? It's able to read a couple discs but it doesn't read the windows disc for some reason. IF there's anyone that could help me out with this I would greatly appreciate it!
 
I would try another CD-ROM drive or try to borrow a friends Vista CD.
 
I tried 3 different original Vista CDs, they dont seem to work but the wipe disk thats copied, did.
 
First, find a 4GB or larger thumb drive and a working computer.

This will show you how to move the info from the CD to the USB drive and install it from there totally avoiding your optical drive.
 
I just got a message after trying a new Vista disc. It kept trying to read it but it couldnt and I got this message:

CDBOOT: Couldn't find BOOTMGR
 
Vista was the first version of Windows that required users to create a "repair disc" independent from the installation disc. Just search for "Vista repair disc iso" to find a working version you could burn onto a CD (or load from a flash drive).
