Problem with New Build, 4 short beeps

Hi I wanted to see if anyone has come across this issue before. I have a new Asrock z77 Extreme3 motherboard, new 2 X 8GB GSkill Ripjaw DDR3 1600 memory, and a used Intel i5 3570k that I bought from craigslist. To test the setup I got everything onto my bench, attached a known working PSU and powered the setup on. After powering on the cpu fan turns on, I get 4 short beeps and then after about 10 seconds everything turns off again and the the whole cycle repeats. During this time nothing appears on my monitor. I have swapped out the memory with some known working DDR3 1333 memory, tried seating the memory in different configurations consisting of two sticks and one stick, I've reset the cmos. I'm thinking either the motherboard is bad or maybe the cpu. Any help would be appreciated :)

Did you see the cpu run before you bought it?
 
Yeah I know I'm going to seem like an idiot for this but I took a chance and bought it without seeing come from a working system. As far as the beep codes go I did try and google but I got kind of confused since this was my first motherboard with UEFI (for reference the last hardware that I've played with was from the phenom II days). I just did a google for "asrock uefi beep code" but could not find anything referencing 4 short beeps.
 
Thanks for the help. Guess I'll be returning the motherboard. Not sure I want to stay with Asrock any suggestions for a solid board in the $130-$150 range?

It might not be the motherboard. I have 5 Asrock MB's and all run fine.
 
Yeah I now suspect that it is probably the CPU. Just for kicks I got on a chat with intel support and they processed an RMA for me no heatsink or proof of purchased needed!

You might put a VOM tester on the batt, + make sure its in all the way in and not upside down

Other than that I would guess bent pin in LGA grid or bad RTC chip on mobo. However you did buy the CPU from ebay - so anything goes.- heh
