Locked FPS in skyrim with ENB series (not v-sync issue)

I run skyrim maxed out with no AA at 1080 @ 60 fps (due to inherent v-sync the game imposes).

I recently installed the sharpshooter's ENB mod and it dropped my fps to 43, but whats weird is that no matter what I do it stays at 43 fps. Even if I look at a non-detailed area, like the ground or the sky. Occassionally it drops to maybe 41 or 42 but it pretty much stays at 43. I think clearly there is some artificial lock thats acting here. Any idea how to fix this, thanks!

My system
CPU: Core i5 750 @ 3.3 ghz
GPU: Pny GTX 670 @ stock
Ram: 8 GB DDR3
OS: Win 7 X64
 
you can turn vsync off use the iPresentInterval=0 in the i believe its skyrim.ini in the my documents folder
 
Thanks for the suggestion RCF but I figured out the issue was not that limit but the ENB series FPS limiter.

I disabled the limiter thats inside the enbseries.ini and then turned on a program specific limit in the nvidia control panel (I just turned vsync to on, didn't specify any number) since I didn't want the physics to get all crazy by having no v-sync and it works! The game runs at 60 fps now with enb!
