So every video I see shows it RDP into a Win7 session.

So if you do RemoteFX, you have to create abunch of virutal win7 VM for users to connect to?

I am still new to the whole VM thing, but with RDP normally you have a server and they just RDP into the server and have a profile for every user. Looks like RemoteFX you need to have a VM for every user?
 
From when I messed with it, yes you need a W7 enterprise or ultimate for each user you want to have GPU access.
 
What you are talking about with RDP into the server is called a "terminal session". This post has some pretty detailed information:

TLDR version:
RemoteFX over terminal session can be enabled.
Some important things won't work (direct GPU access, aero, generic USB redirection)
Most other thing will work (dirextx gpu acceleration, citrix-style compression)
 
Sounds like Server 2012 will have RDS, Remote Desktop Services, that will offer more functionality and try to scale back the complexity some. HERE is a bit of info.
