Another new build help thread

I am so far out of touch with PC hardware these days I have no idea what to put together for my new pc. My old pc is a e8000 series CPU OC to 3.6 and a GTX 260 video card. 4gig of ram and about 6TB of hard drive space.

I've noticed that watching a lot of HD content like netflix and crunchyroll will cause my games (WoW and Skyrim) to have a fit.

so here we go lol
1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc I want to play games and do a LOT of re-encoding. I change MKV files and such to MP4 for android devices (mostly anime)
2) What's your budget? Are tax and shipping included? I would like to stay around 600 to 800 bucks but I am flexable on the price. Most likely I'll order everything from newegg and have it shiped at the same time. I'm not one for needing new "top of the line" stuff and I do like trying to get the best bang for my buck.
3) Which country do you live in? If the U.S, please tell us the state and city if possible. I live in Ohio :)
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need. I would like a case, PSU, CPU, Memory, DVD burner (no need for Blue Ray as I don't a single blue ray disk), HDD 1 or 2 TB is fine, and Video card, I would love to have a case with the PSU on the bottom with the air coming in from the bottom and out the back.
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model. I will not be re-using any parts. I have keyboards and LCD's everywhere lol so no need for anything like that either.
6) Will you be overclocking? Not a real factor for me I don't care either way. my current system is ocerclocked
7) What is the max resolution of your monitor? What size is it? 27in 1080P HD LCD and a 24in 1920/1280 LCD dual view is a MUST I play ALL games windowed and use both LCD's at all time
8) When do you plan on building/buying the PC? VERY soon hehe I can buy right now or wait a few weeks it doesn't matter either way.
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.I'm wanting to convert my current system to a file server so I don't realy have any special needs for this system anything cool would be a plus lol I'm easy!!!
10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit? I'm not sure on this question actualy. I have a copy of windows 7 64bit but I don't think I can re-use it (a friend of mine said I can as long as I don't have the new system online while installing it but I don't believe that lol) I will probably buy a builders copy from microcenter after the system is put together unless there is a realy good deal. I do want to use 64bit as I want to have 4 to 8 gig of ram min.

Would you prefer to start buying everything now or wait until Ivy Bridge arrive (reportedly, within the next two or three weeks)?
 
I didn't know there was a new chipset coming out lol. That shows how out of touch I am with the latest and greatest. I'm not sure most V.1 systems do tend to have issues so I would probably stick with tech that has had all the bugs worked out.

If the price is about the same though, I would try new tech but I bet the prices will be high for the new boards. What do you think I should do??

The new Z77 motherboard are already out and they're about the same price as the older mobos. So if you wait a few more weeks for the Ivy Bridge CPUs to arrive, there should be more reviews of those motherboards which should show whether they're just as reliable and stable as older motherboards.
