From what I can gather on the net, that is a mode used for like hotels and such that locks out most of the menu items, so people can't go twiddling around and botch the TV settings.
 
It may be 1366 but for a 32" TV... man, I still say that's a damn good price. It's brand-spanking new too, not the usual refurb.
