Scaling old games

Let's say i have old 640x480 (4:3 aspect) game and 19" 1280x1024 (5:4 aspect) lcd monitor. When i start game it runs stretched which is ugly. How can i run it 640x480 1:1 pixel with rest screen black or 1280x960 and two 32 pixel black bars? Is there a program for that?
 
1st choice: find in the config file open in notepad , find the res and change to your t resolution , this will do 1.1 and will work best
2nd choice Enable GPU scaling " if amd " sorry forgot the nvidia way

Config file? what, where? Not every game have it right? because i can't find that. I am on nvidia don't see any scaling options.

and what is "t resolution"?
 
Depending on your driver version and chip you may not see GPU scaling as an option. In the newer drivers you'll find it under the NVIDIA control panel > Display > Adjust desktop size and position.

But NV has had severe issues with detecting non-HDCP monitors over the past 2 years and some people still have problems with GPU scaling not showing up as an option. The last several versions have implemented huge bug fixes though and it generally works for most displays. Try aspect ratio scaling and change the dropdown menu to GPU. It'll still be a little blurry (not sharp like an old CRT), but it's the best you can get unless your panel has a super good scaler.
