Red is beneficial for casters as it is now. It's a slow, thats massive for anyone. Any kind of cc is helpful for a character + the DoT is handy.
Well let me put my point this way: Red buff on a DPS character is like having frozen mallet minus the health between the bonus (true) damage and the slow. Red buff on a caster is like Crystal Scepter on a caster, minus the health/AP/slowing effect triggering on skill usage. Sure, you can still get the slow effect on a caster but it changes the playstyle (I rarely see squishies autoattack in team fights until the very end, and even then it's just to hit that fleeing enemy with 20hp). Seems to me that the DPS is getting a much better deal here.
