Is there a sidebar to check your bandwidth on the fly?

I'm running Win7 with 4gb ram and I clear my temp files/cookies daily. I think I'm having Internet connectivity problems.

Is there a app/sidebar for the pc on Win7 that will let me know the download/upload bandwidth on the fly while streaming video or audio? Maybe something that is attached to the taskbar?

For example, one minute a YouTube or Vimeo video is loading very fast then the next it is very slow.

I'd like to be able to see the current download speed at any given time.
