What is a good free DVD maker program?

There are 1000's when I do a google search but most are just trying to trick you into downloading something that ends up being shareware or some kind of trial. Figured I'd just ask here, what is everyone using these days?

Basically I just want to be able to take AVI/MPEG/other format files, stick them together, add menus, loops, etc, nothing too fancy. I'm open to Linux or Windows, but prefer Windows as that's my main OS, but I can always use it on my server and make an ISO and then burn it.

Assuming you have haali or gabest mkv splitter installed, Windows DVD maker (part of Windows 7, I think. Otherwise, part of Windows Live Essentials) can make just about any format work.

DVD Flick is pretty good.
