delete button permanently deletes files instead of sending them to the recycle bin

How do I change so files gets sent to the bin instead of being deleted instantly?

edit: I'm using Windows 7 btw.
 
must be some kind of bug. it wasnt set to "dont move files to recycle bin.." but i switched back and forth and nothing changed.
 
What does the confirmation window ask when you delete files?

"Are you sure you want to move this file/folder to the Recycle Bin?"

- or -

"Are you sure you want to permanently delete this file/folder?"
 
Files over 4GB cannot be moved to the recycle bin as well and will prompt to permanently delete.
