help with older motherboard(Asus A7v333)

I have an older computer (about 5 years) that I wanted to use as a tv recorder.

SPecs:
Asus a7v333
Athlon 2200+
2gb ram
radeon 9700 pro
windows xp pro
Wintv pvr 250

I am getting numerous issues when I try to boot it up. If I turn it on with the Vid card and sound card in only it boots fine. If I remove one of these or add another PCI card such as the tv tuner card it won't boot, It doesnt POST it doesn't do anything if it has any other configuration other than only sound and vid card.

I have tried replacing the power supply, the bios battery, removing hard drives, updating bios/restting it, and disabling the onboard sound as seen from suggestions upon searching.

Any suggestions on what else to try? I dont want to have to buy a new motherboard since I dont need anything fast for this use.
 
hardware conflict. manually set the pci resources in the bios or move the cards around in the slots so that the tv card does not share any irqs.
 
I tried both of these. I manually set them so that none of them shared. (1/5 did share) Just a note the Vid card is in the AGP slot and the sound card is in slot 2 of the PCI. IT will not boot unless these devices stay in these locations
 
Sometimes it is not possible to use certain cards in certain mb's due to resource conflicts. I have linux redhat (mythtv) with a pvr-250, pvr-350, hd-2000 tv cards with a soundcard and netcard running on an abit kr7a. It took a bit of effort to to find out what devices could share what irqs.

Disable any onboard resources you can on the mb.
 
I'm thinking a short somewhere on the PCI bus. Try pulling it out of the case and clean the board with alcohol, compressed air, inspect for damage, bulging capacitors. Test on an insulated surface.
