Alright, this is with my old canon A640 but I'm still curious as to why this happens and how to fix it?

I believe you are talking about the halo effect you are getting around the lights... That means that your lens is smeared or smudged and needs to be cleaned. Good cleaning cloth and light (very light) solution of soap and water to a SLIGHTLY damp cloth. That or try out one of the lens pens that you can pick up via Amazon.

A full service bank. The spiking you see is pretty much a normal effect for P&S cameras. My Coolpix used to do it alot when I tried night shots. You can try cleaning the lens but, I think it is more due to the diffrence in the lights output.

I figured such but wasn't sure if there was anyway to fix this or not. thanks
 
Its the lens.

Certain lens can correct this while other lenses can make it worse.
