Best Budget X38 Mobo

I am looking for the best budget x38 mobo for over clocking of the Intel Q9450 CPU. I am willing to spend up to $220 on this motherboard. I am hoping that the board can support up to a 3.6+ghz overclock but will run a 3.2ghz overclock 24/7. If possible, supports DDr2 RAM, with a Single PCI x16 or PCI 2.0 slot. and/or in a Microatx form factor mobo.

There are no mATX X38 boards. There's no such thing as a "budget" X38 board either; X38 is the high end, fully CrossfireX compatible version of the Bearlake line (G31/G35/P35/X38). Since you appear to be running Nvidia hardware, CrossfireX support isn't something you likely want/care about.

What you want is a P35 board. These are only available in full ATX size. Most of the mATX boards don't OC as well, though I think there are some ASUS boards (don't really like ASUS personally) based on G35 that work reasonably well.

I recommend the DFI Lan Party P35 Dark P35-TR2s, Gigabyte EP35-DS3R, Abit IP35-Pro, or MSI P35-Neo2-FR based on what featureset you would like.

yeah your best bet is the QuadGT, but again, save some dough, get a P35 board. It'l OC just as far.
