Adjust Multiplier Manually in Windows (not OC'ing)

Is there an application that will allow me to adjust the frequency multiplier of a 939 X2 manually? Intel's Speedstep program is a crude implementation of what I want to do. The reason is that I have a couple of programs that peg the CPU usage at 100% without actually doing anything. So in order to reduce heat, power and noise, I'd like to force the multiplier down when those programs are running and then crank it back up when I need speed.
 
CrystalCPUID is a good program for doing what you want. Very easy to use and tons of settings. It allows you to adjust the multiplier and the voltage with multiple profiles. Adjustments can then be used manualy or set-up to mimic Cool N' Quiet, adjusting the multiplier/voltage based on the load percentage.
 
er... if these "couple of programs" are pegging cpu and not doing anything...

wouldn't it be better to not run them?

OK, they're doing a little. But nothing that would warrant eating up all the CPU cycles.

I think I tried that CrystalCPUID program once before but forgot about it. Thanks for the tip.
