Q6600 Temp problems

I have a Q6600 B3 and the temps are getting insanely high with stock heat sink. I've remounted 3 times with arctic silver 5. I also turned off speed stepping and its still clocking it down to 1.6ghz when idle and voltages are jumping around with cpu voltage damper enabled on a P5k deluxe

core temp says 51C and PC Probe/Bios/Asus AI Suite say 41c.
 
Sounds like your CPU is throttling :(

My immediate suggestion would be to get a Thermalright Ultra 120 Extreme HSF, and Pair it with a Scythe S-Flex F 1600 RPM fan. Add a Zalman FanMate2 to the fan if you want to slow it down to more quiet levels, with the fan controller you should be able to go anywhere from about 600-1600 RPM.

Please give your system details (case, the fans you have and their orientation, etc) and then someone will be able to provide you with better suggestions.

The side of the case is off, I'm guessing another 120mm or 2 of them would solve my issue since MB temp is geting pretty high as well(55C with load). One in front, one on side and one in rear. Rear being exit and other 2 intakes. It cant really get this hot with a stock heatsink even with 1X 120mm fan + PSU fans :(.
 
I'm having a lot of variance in the core temperatures on mine under load. Cores 1 and 2 are staying around 68C under Prime95 small FFT's while cores 0 and 4 are reaching up to 80C. They are all relatively close while idle, 42C, 39C, 40C and 43C. This is on a Tuniq Tower with AS5 in a 22C room. I think I may need to reseat it unfortunately.

Wow, those are really high temps for stock. How did you apply your AS5? Did you apply a thin strip horiztonally as per arctic silver's website or did you do it differently? Did all the push pins click when installing the heatsink?
