Is it possible to get a power surge through the phone line and fry the phone jack on the wall as well as the dial-up modem?

My phone jack doesn't work as well as the hardware modem. I had to replace the modem and plug it into another jack to regain dial-up internet.

(yes, I know broadband would cure this but dial-up is the only thing available to me)

Yes it is possible to get power surges throught your phone line.

Have you had any recent storms?

No storms but when you live in the sticks, brown outs, power surges, and power outages do occur occasionally.

Yah, its very possible. Grab a surge protector that can protect RJ-11/RJ-45/Co-Ax plugs.

yes you can, it happened to me years ago back when i had a 486 with dialup. ZZZAAAPPP

Now I have to get Verizon out here to fix the line.
At $91 per 30 minutes I hope it is on their side and not on mine so I don't have to pay for the repair.

If the phone line got damaged by storms, you shouldn't have to pay Verizon to come out and fix it.

Comcast never charges me when they have to come in the house and fix my cable when things go wrong.

Comcast isn't the phone company in his case. However, if they were, they probably would charge to fix the phone jack.

The phone company's obligation is to get the main junction box up, and at least one active phone jack in the house. If your junction box is fine, as well as all the other phone jacks in the house, then yes, you will be charged for the repairs. You could try repairing them yourself, if you have a modern hardware supply store nearby (eg. Home depot).
