Are you on 10.4.8? I'll put mine up for you to download, just want to make sure; or else you can just re-install the 10.4.8 Combo Update and then do the other updates again from Apple.com

This goes in System/Library/PreferencePanes but I'm sure you already know that
of course if you just double click it and install to all users it'll have the same effect.
