I have only been able to get it overclock to 3 ghz(9x333) stable. Please give me suggestions on my memory timings, etc as I don't know much about DDR2.

Any other suggestions other than a "General" overclocking guide?

Lower your memory timings to 5-5-5-15, set RAM voltage to 2.1V or more, lower your multiplier to 6x or 7x, increase core voltage as necessary.

I am still unable to go past 3.0 ghz no matter what ram settings/timings I use. At this point do you guys think it is a problem with my RAM or my Motherboard? I am almost ready to exchange my ram for the Corsair XMS Dominator DD2 series.

I doubt it's your RAM. It should do 400 (that's what it's rated for) and should do 450 easily. If you've updated your BIOS I doubt it's the mobo either. You probably just have a dud CPU.

Show us the Memory" tab from CPU-Z.

There's your problem, you should set your RAM to a lower divider first: it should be 1:1, then slowly up your FSB until your CPU is maxed out, THEN try upping your RAM divider.

Forgot you had a 680i. Set your FSB/Memory to "unlinked", then you can set your RAM independently of the FSB. Leave RAM at 800MHz, then adjust FSB up slowly as necessary. If you can't hit more than 3GHz, it's your CPU.
