You might be able to code some sort of a packet redirector that runs when the server is full BUT if its redirect packets you would still have them going from the client > old server > new server which is going to add a fair bit of latency for the clients even if your servers are both on 100Mbps/1Gb.

I think the only way to do this over the internet and have it function really good is if the client itself supported a function to be redirect, I have no clue if that feature exists though - I would guess not or you would haev done it already.
 
Install Mani Admin Plugin on the CS:Source server that you would like to redirect people from.

Mani has facilities to do this.
 
This isn't an advanced networking issue, this is an advanced scripting/plugin issue.

A better place to ask something like this is maybe the forums of the servers that actually run this stuff instead of a random bunch of [H]nerds.

Yeah but....
Quite a few of the random [H]nerds happen to play and/or run CS:S servers. LOL

Mani does it and I think BeetleFarts does too.

They are the 2 most prevelant server management mods.

I'm more familiar with Mani's, personally.
And remember... every time Valve releases an update, it totally screws the admin mods.
So you'll be doing a lot of work just to stay operational.

That's one of the reasons that Duc closed the [H]ardGaming servers - plus all of the hackers.
