Convert NTSC to PAL?

Can anyone suggest the best free app for converting a DVD in NTSC format to the PAL format?

Only thing I could find was a trial version of something that left a watermark on the video until you buy the full version.

Any help would be great. Thank You.
 
A google search would yield quite a few results. Nothing simple, however, only complicated processes that require 4-5 freeware apps, unless you are willing to pay out some big bucks for professional equipment.
 
err.. what is this application for?? What will you be viewing the target video on, or what will you be doing with all of this?

The easiest way would be to use a freeware DVD ripping software like Smart Ripper, then re-burning with NeroVision into PAL. Yes, you will have to pay a little bit of money for a piece of software *shock*, but it isn't a whole lot. It will do the NTSC-->PAL or PAL-->NTSC conversion pretty decent. I've done a few DVD's from NTSC-->PAL and many more vise versa. I do not know why you would want to convert into PAL unless you are in a foreign country outside of the US, or if you are selling pirated movies to other countries. :p But, go on over to videohelp.com and check out their "tools" section or guides to see how to do what you want. I know there are a ton of freeware apps, but most of them only work for MPEG1. MPEG2 is what you need for DVD, and that you most always have to pay for.

I am actually going to send a couple copies of our wedding video to my wifes family in Bulgaria.

As far as i know, their DVD players can only use the PAL format. I asked them if this was the case but none of them are tech savy at all and they didn't have a clue.
