sempron 64 support cool and quiet?

Found the answer finally. It seems that amd only ships drivers to support cool and quiet with this sempron model on windows ME and windows 2000. Since I'm going to be running win2k3 it won't work for me.
 
Sempron support for Cool'N'Quiet comes with 2800+ and up (correct me if I'm wrong). But it should use Qn'Q with Windows XP and up (Win2k3 too) without any drivers. Control Panel -> Power Options -> Minimal Power Management or something similar

the san diego core I bought supports cool N quiet. I'm hopeful that it will perform well.
