Win XP start up pop up?

Hey does anyone know how to get rid of an annyoing pop up window that happens on one of my clients WinXP laptop? Basically it starts to boot into windows but right before it goes to the desktop there is this little pop up window that the previous owner of the laptop used to warn all clients of something about something on network usage

I've already disabled Windows Messenger and the spyware scans came up clean but this sucker won't go away. You have to click the "Ok" button to get rid of it to go into the deskstop. I vaguely recall some time ago you can go somewhere in windows and make some kinda start up window but i've long forgotten how.
 
It's in the Security Policy Editor. Most large companies have warnings about internet usage, etc.
 
If you have to ask how to get into it....then you'd better be REAL careful what your doing with it.

You run secpol.msc, then to Local Policies, Security Options. It's in the list, and for me, clearing out the text, removed the pop-up message.
