To deter trolls. Take this scenario. I'm an asshole that wants to watch the world burn. What do I do? Load the biggest ship I have and constantly kamakazi into players/ships in a safe zone. Respawn, repeat for lulz. Same thing with ways of gaming the system to complete missions/quest/money...

when you spawn you're stuck in slow walk mode, mouse wheel up to speed your character up. Performance is fixed on the PTU server. Even on a heavily loaded server I got 30FPS+ in Port Olisar. Once I leave the area I'm at 60-90FPS, no stuttering anywhere.

Windows 10 actually does an amazing job with massive hardware changes. No need to do anything. That said a reinstall is always recommended.
