Is it normal for sata drivers to make a little noise? Or am I too paranoid?

I have a p4 2.4c right now, and I get ddr500 ram, I would have to oc the cpu from 200fsb to 250 to use the full ddr500 right? That'd leave the cpu at 3.0ghz... Am I right or am I totally lost?
