Ok.....finished the computer started in CA before moving to TN.
It no longer has an ROG Maximus IX Apex MB and AORUS GeForce® GTX 1080 Ti WB Xtreme Edition 11G....it's been updated with a Z390 AORUS Xtreme Waterforce MB and AORUS GeForce RTX 2080 Ti Xtreme Waterforce 11G.
I have yet another ASUS Maximus IX Apex......I have since moved on to Z390, but I still had good components with the Apex and I wanted to build it as a spare.
Soon as I got it, I installed all of the old components and of course it would not boot.....returning error code 0E. I tried everything...
Finishing my case is on hold.....I decided to sell my house and move to Tennessee.....sold all of my machine tools.
When I get to Tennessee, I'm going to buy all new stuff, so it's going to be awhile.
The pea wits in charge of CA have ruined the state I grew up in.....can't take it anymore...
Next up a machined terminal/cable box between the motherboard and power supply to route cables through individually drilled holes for each wire. Waiting on Vega to see if its a bust, if it is...will go with Nvidia.
I want them to succeed....I have a Free Sync monitor.....but my translation: Our Radeon RX Vega has the most advanced techology and really rocks on paper, but...ah, we haven't quite figured out how to transition from pie in the sky to real world performance.....please be patient.
Haven't decided what I want yet as it relates to cleaning up the cables....I do like individually sheathed cables....they look nice but IMO, add limited technical value for the excessive execution......OTOH, I might go with something like the CICOIL stuff.
Ok, I tried three methods with WIN10:
1. Click the Restart Button with Shift key for Safe Boot
2. MSConfig for safe boot
3. Registry entries
BIOS - ICH SATA Control Mode - IDE/ACHI - Set it to ACHI
No luck.....but I missed one entry in BIOS not shown in the videos.

I had a Razer Death Adder for a year....nice mouse mechanically, but the software never worked correctly on my system. If I restarted my computer, the mouse would lose functionality....only way to get it back would be a hard shutdown/restart. When I exited BF4, it would lose...
Ok....I used your link as opposed to the 14.12 link that AMD kept sending me to which turned out to be 14.12 Win 7 drivers even though I was choosing Win 8.1 drivers. When installed, they were listed as 14.9 drivers.
