    Running heroic Vanguard strikes will get you from 285 to close to 300, which is good enough to start running the Kings fall raid on normal these days. Once you get above 310, exotic engrams usually decrypt at 310 as well, so Xur does become kind of pointless unless you have lots of spare items...
