THE TWO POWER PLUGs on this graphics card, required both connect to power plugs from the power supply...?

Don't look like. Looks like you need half height card. Yes you the two power plugs plugged in.

Not sure what you're looking at, the Z620 is a pretty large and should fit a full sized card easily. Of course, the height above the PCI slot might be a problem if he got one with an extra large cooler. But yes, you'll need both power plugs connected and I wouldn't recommend a splitter.

You need to measure the card and compare it to the internal space you have. I have a Z820 and my Evga 3060 and 3060Ti fits. My MSI 3060 does not.

Yes, the card will require the power plugs to be connected.

To conclude:

So, the graphics card RTX 3060 Ti is for the newest PCs, and this PC is too old... for this card.

Updating RAM or Graphics Card is NOT advantageous and not recommended for such an old PC, rather you can buy a new PC, and this is an exceptionally good decision...

FOR MY PURPOSE OF VIDEO EDITING, GRAPHICS DESIGN, AND PHOTO EDITING,

BEST TO HAVE A BETTER PC EG from the 2020-year model and up... or better.

Also, to conclude,

This PC - hp z620 - is better for older graphics cards, the graphics card RTX 3060 Ti needs AND REQUIRES two power connectors, and this PC has one connector, AND THIS is For ORDER cards, ...

Yes, it is always going to be better to buy new stuff, however, it's not always practical within your budget.

You can still use that video card in that computer if you wanted, and it would probably provide you with a boost depending on what exactly you do while video editing, graphics design, and photo editing and whether or not your programs leverage the newer technology in the video card.

You might need a new power supply with two 8-pin connections. What other connections are available on your PSU? You might be able to use an adapter if you have a couple 6-pin connectors or something like that.
 
Your PSU is a standard 800W for that model. So, it has enough to power everything. Your z620 has a pair of power connectors for the graphics cards, one's not being used. Are they 6 pin? If so, not the best for your setup as it looks like your card is a dual 8 pin. There are adapters that may work to get you going. Up to you as to whether its worth it or not. Bottom line, you can get the 3060ti working with the z620.

A new PC will work better - depending on what you have now versus what you get. It'll be more power efficient, too. Higher single core ipc and better multithreded performance, I'd bet. If you have a really old 4c cpu in that HP then it's an easy decision.

My Z820 has dual CPU's and a pair of 20c processors. So, 40c/80t. The 3060 / ti added Nvenc support and used only a single 8 pin power cable. So, it was an easy install and upgrade.

I think with the help of adapters I can have two 8-pin power connections... Are adapters ok to be used?
E.g.
6pin to 8pin
Sata3 to 8pin
?
Please provide Amazon.com links for such compatible Adapters...?
 
If you have one 6 pin, then you can make it work but it’s on the edge. A 6 pin (75w) can be adapted to 8 pin very easy. And then you can get 54w out of a sata to 8 pin adapter. 75w can pull from the slot.. so if you do the math. You would have 204w available with a card that has a 200w tdp. It probably won’t burst into flames but, I’d dial back the power limit of the card just a little
