Fan issue. Requires a high rpm setting is software before it will even spin

Card is a HD 7870 GHz edition. XFX Ghost Recon ed. Dual fan.
It is used in my media PC. I noticed I could hear the fan ramping and high spinning then ramp down. This I now realize was the card hitting a temp and kicking in the fan. I knew something was wrong and the ramp up-down cycle is a no go for a media machine.
Using GPU control software I gave fan curves which didn't seem to work. I had to set the fans as on and put the slider up to 80% rpm before the fan would activate. Only one fan kicks in. As we all know 80% is too loud for my application, but a steady fan is far better then a ramping fan.
I took the card apart. Re-pasted and cleaned and made sure the fans spin easily.
It seems now that the (one) fan only activates if I give it the 80+% rpm profile as it hit 92C with no fan kicking in when testing. In a different MB test kit booting with the card neither fan spins when booting with the card so it the behaviour is the same.
I'm thinking of just strapping a pain of 80mm case fans and calling it a day, but I thought I would see what you guys thought?

That's what I would do, with a Y and an adapter to run them right off the card.

Thanks. I am not familiar with these bizarrely after all these years. A GPU plug to standard fan header with Y?
So it is in the fans not a board problem? I thought all the fan control would have been on the board that is why i was going to run 80mm's off the MB power and leave the GPU fans plugged in if no fan error.

I am thinking I will just go 2 80mm case fans off the MB and leave the GPU fans glued on top (if they are needed to be plugged).
$30 bucks for what should be a $30 GPU!!!!

if the fans are dead, cut the pwm cable and splice it to the 80mm(s), even just jammin the wires into the fan plug end works.

ok, theyre "mostly dead"
its how the fan on my gpu aio is running right now. just cut the cable off some dead gpu fans and jammed it into the fan plug end, wrapped it in e-tape.
 
Search the P/N of those fans and just order them from a ebay seller from china. I think my Twin Frozr fans were $15 shipped. Took 15 days or so but they were exact replacements and the GPU was 100% restored. $28 bucks for a pwm splitter just sucks.

Or if you have some soldering skill just cut wires to the bad fan, remove and reconnect another, zip tie in place and viola!
 
I had one of those XFX cards and the fan control was dreadful. I think I ended up having to flash the BIOS on the card for both fans to work correctly.

But if it's an XFX card, it should have a lifetime warranty. The fans on my card failed after several years with the bearings going out. XFX shipped me a used fan+heatsink assembly so I could replace it myself. The card lasted several more years after that and eventually packed up completely and they shipped me an RX 570 as a replacement.
