Windows can't find Radeon RX5500 XT

Yeah I’m pretty sure this isn’t a driver issue. It sounds like you’ve run up against that UEFI weirdness I mentioned in my initial response - your system just refuses to work with that GPU (or vice versa, whatever).

did you have any luck with the live cd? I have a feeling it’s just a “hardware” issue - given the behavior of the system with legacy support disabled - and you’d see the same problem regardless of OS. Ubuntu 20.10 has all the driver support you’d need for a 5500 so if it doesn’t work in a live cd of that then I think you’re out of luck.

I did have good luck with Linux. I couldn't get the driver installation to work off the live CD, so I took an SSD that I had saved for something else, and installed Kubuntu Linux on it as a test. Here's the result:

well, that’s something. Maybe it’s just a weird win7 issue then. Plenty of those floating around.

as far as installing drivers goes, in Linux it isn’t necessary for AMD graphics. Support for them is built in to the newer versionsand there isn’t an advantage to installing AMD’s drivers unless you’re doing some pro stuff. (And even then it’s debatable.)

you could try your luck with a fresh install of windows 10 if you want to stick with windows. Possible the windows 7 license on that system will let you activate windows 10 so you could just grab the installer from Microsoft’s website and not have to pay anything.

I’m an Ubuntu guy myself so I’d consider it working in that but not in windows a non-issue. :D

About its maybe being a driver issue: typically, when we put in a new PCI card, Windows will notice it right away and launch the "Add New Hardware" wizard to search for and install the needed drivers. What's happening in my case is that Windows isn't acknowledging the new card and so the Add New Hardware wizard doesn't start up when the card is put in. If I go into Device Manager, the listing under Display Adapters is given as "Standard VGA Display" or something along those lines even though the 5500 is in place and the video is connected from the HDMI port on the card to the DVI-D port on the monitor.

That's most likely what would happen with windows 10 but windows 7 stopped getting updates before the 5500xt was released so it doesn't know what it is or have any drivers to install for it. It's always better to install drivers from the gpu manufacturer's website than through windows though, in win 7 a very basic driver with limited capabilities is installed and win 10 installs a full driver but it's usually quite outdated.

Since you are able to boot and getting a video signal from the card windows is recognizing it as installed, if it's showing up in device manager as a standard vga adapter instead of listing the model then it doesn't have working drivers installed for it(which in win 7 also means that you're limited to low res).

If you go into Programs and Features in the control panel do you see anything listed for AMD? If you do and it says AMD Catalyst Install Manager then that's the legacy driver for the old card and it should be uninstalled from there, if it says AMD Software you have newer drivers but it sounds like they're not installed correctly. If it's the latter you should first try uninstalling through the control panel, then run DDU (which might need to be run in safe mode for win 7 but it should tell you if it does), then install the new drivers from AMD's website.

I thought the the same thing at first but if they're booting and getting a video signal then it's not a uefi compat issue.

I think the legacy support option they're seeing is just related to ahci and since win 7 defaults to installing with ahci disabled it's not seeing the boot drive with legacy mode off.
 
Things are working out very well with the 5500 in Kubuntu. I was slowly heading toward Linux anyway, so maybe I'll use this as a chance to speed up the transition and make a fresh start. Anyway, I can use a break from all the troubleshooting, unplugging, unscrewing, removing, reinstalling, re-screwing, and re-plugging I've done this week. :)
