Need help finding a M/B with odd specs

I am using an Asus Prime B360 M-A motherboard (LGA 1151) in my computer used to live stream using two cameras. I need to add a quad HDMI capture card to add more cameras. Capture card like Magewell P/N 11100.
In order to do that I need to upgrade my M/B. It needs to have two PCI x16 slots (one for my vid card, one for the capture card) and it needs to have onboard VGA. I found an MSI Z390-A Pro, but am open to any
other suggestions. Basic config infor shown below.

i7 9700
DDR 2666 Memory - 32 GB (2x16GB)
M.2 SSD 500 GB
Vid Card = EVGA 06G-P4-6265-KR

To be clear, you're not likely to find a board that has more than one actual x16 slot, since the Z390 platform only provides one X16 link to the CPU. The other PCI-E lanes go through the chipset, and are limited to four lanes' worth, although this can be split up in various ways.

The second "X16" slot on most boards is actually only an X4 slot, which is made big enough to fit an X16 card. This should work just fine with your capture card.

Euhm, nope, a lot of motherboards split the x16 in x8/x8 if you use 2 PCIe x16 slots while if you run a super high end GPU this might limit your performance a tad, it's usually in the single digit % up to you if it is worth the trade off.
 
You could always go older and do that cheap potentially. I know my Z77 G1 Sniper had dual dedicated x16 slots and was one of few non-enthusiast boards that did. I totally happen to be selling an X299 board that would take care of you handily though if you bought a CPU for it :D
 
Not sure what you mean by a super high end GPU. I have a GTX 1060.
Also, the Gigabyte does not have a VGA port.

As mentioned, there are a few boards that physically have x16 slots, but electrically they are typically split x16 and x4 or x8/x8. Is your 1060 3gb or 6gb? Reason I ask, the x8 will run similar to the x16 if you have 6gb, 3gb may run into vram limits which then stresses the pcie connection. This is why for example, the 1080 ti doesn't really make much difference between 8/16 in games since it all fits in ram, but a 2gb RX 560 has a pretty good difference between the two. I could specifically find something for the 1060, but would guess it's similar. Also, does that capture card require x16 (does it need that much bandwidth to run? I'm not sure how much bandwidth the 4 streams take up if it's compressed, resolution, fps?). These are all the things that would help make a good decision :). Also, what do you need onboard VGA for? Do you plan to run both the discrete GPU and onboard graphics at the same time?
