New GPU Problem

Hi all! I bought a new video card, a Gigabyte GTX 1660 Super OC(I changed the old video card because it started to show artifacts.). The problem is that after mounting it on the motherboard, the monitor displays the message "No signal", and the motherboard speaker makes 1 beep, 3 short beeps, 2 seconds pause, a short beep.
I tried to remove the CMOS battery and put it back, I reassembled all the components, I cleaned them of dust, the same problem persists.
My configuration is as follows:
CPU: Intel i5 9600KF
Ram: 8GB
Mobo: Asus Prime h310m-K
PSU: Thermaltake Smart Series RGB 700W (I tested it on another configuration and it works perfectly, so I don't think it's from the PSU)

He's not even getting past post.

The most obvious reason for this behavior is a defective graphics card. I would try to test it in another machine to confirm this, and if it doesn't work in that machine, return it and get a working one. If it DOES work in another machine, I would suspect some sort of oddball BIOS issue, as thebufenator suggested.

Yeah make sure power connector is installed, try a different slot, etc. I would also point out OP you bought an H series mobo with a K series CPU, not a good combo.
 
The beep code is for no VGA detected on ASUS boards.

Make sure you set the primary display driver in the BIOS to "PCI-E."
Make sure the PCI-E x16 slot is clean of dust and debris.
Make sure the video card is fully seated in the PCI-E x16 slot.
Make sure the PCI-E power indicator under the slot is illuminated green with the power supply turned on.
Make sure the PCI-E power cable is connected and fully seated in the video card.
Make sure you are using a power cable labeled "PCI-E" in the video card, not "EPS."

If you're still having issues then you probably got a bad card. If you're in the US and still within the 14-day period you can return it and get your money back.
 
That's what I get for posting in the morning before coffee, don't listen to me....
